UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest study of municipal councils, English councils are planning to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and using financial reserves to manage growing fiscal pressures.”

Specific Cases of Proposed Disposals

One local authority in Kent announced its asset disposal plan included the disposal of a shopping centre in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Increases and Broader Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to raise local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils this week also found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
